INTRODUCTION TO PHYSICAL SURVEILLANCE

The purpose of surveillance is to obtain information difficult or impossible to secure in any other manner. In most instances, the information needed to be obtained is evidence of a crime, rule violation, or intelligence that may lead to the evidence to prove the act(s) of misconduct being investigated. Surveillance is an invaluable tool in helping to locate persons by watching their hangouts and associates, or locating hidden property. Surveillance is a powerful tool in helping to obtain information for later use in interrogations or interviews.
How to conduct surveillance does not come in a box, on a computer disk, in a manual, or in a book chapter. Those things are just a foundation upon which to build. Surveillance is not just about following. It is about culture, economics, ideologies, values, and ethics. The way to learn how to conduct surveillance is by doing surveillance.
The skill required in conducting a successful surveillance is similar to the game of chess, in that success rests largely on the strategy applied in targeting the focus of the surveillance. However, as with chess, not everyone is adept at it. Failure to implement a meaningful strategy will quickly result in Checkmate!
Make no mistake; surveillance is an art. It requires a multi-dimensional approach in thinking to be successful at it.The use of surveillance has been an invaluable tool in the fight against corruption and other lapses of integrity. This skill may be used to obtain probable cause for search warrants, developing other investigative leads, identifying co-conspirators, gathering intelligence, and locating persons and things. For the most part, three methods of physical surveillance activities are utilized: stationary, moving, and electronic.
Keep in mind that as technology changes and corruption links worldwide, the way in which investigators must approach surveillance must change as well. In the 21st century, surveillance must be approached from a global prospective.
